Winner - Interactive Educational Tool For All
Real Winner is an interactive e-learning education programme about Anti-Doping,
brought to you in partnership with the Irish Sports Council. It gives athletes
and their support personnel an understanding of key topics such as doping
control procedures, the World Anti-Doping Agency prohibited list, whereabouts
systems, therapeutic use exemptions and the consequences of doping. Real Winner
consists of nine interactive modules, ranging from five to ten minutes per
module, plus an introduction module; the entire course can be completed in just
over an hour.
Anyone can access the programme by clicking on the Real Winner banner; on the
'Login' section of the Real Winner homepage, enter your Name, Email address,
select your Sport and Status and click 'Log In'. (Remember these details as you
have the option of either completing all modules at once, or you can exit at any
time and return to where you left off when you next log in.) When you have
completed all modules, you can print a Certificate of Completion.

Irish Sports Council Policy on Therapeutic Use Exemptions (TUEs) Following an amendment to the
Irish Anti-Doping Rules (IADR) by the Irish Sports Council (ISC) on April 6th,
the ISC has adopted policy changes regarding Therapeutic Use Exemptions (Pre
Test TUEs and Post Test TUEs).

Athletes on PCI panels are reminded that they are more than likely on the
respective registered testing Pool of their International Federation as well as
the ISC and therefore other rules may apply.
The anti-doping rules of the Paralympic council of Ireland are the Irish Anti-Doping Rules (IADR)
as amended from time to time. These
rules became effective on June 1st 2004. The 2009

assistance with an anti-doping related issue should immediately contact their

The current list of
prohibited substances is "The 2010 PROHIBITED LIST - INTERNATIONAL STANDARD" of
the World Anti-Doping Code (WADC).

PCI will be announcing the first panels in the build up to the London 2012 Paralympic
Games until in late January 2010. These panels will be the PCI's 2010
Registered Testing Pool
On the official announcement of selection for
the Irish Paralympic Team, those athletes immediately become a member of the
Games RTP (Games Registered Testing Pool). Added whereabouts notification
requirements will be required. Notification of these will be issued in
writing to the selected athletes on all these matters.
All athletes on the PCI's
Registered Testing Pool are obliged to complete whereabouts requirements
documentation with the Irish Sports Council for the duration of their period on
the testing pool. The
provision of and completion of this documentation will be coordinated between
the Irish Sports Council and the NGB of the athlete (not PCI).
Athletes selected on the Irish Paralympic
Team will have added whereabouts notification obligations which will be
communicated directly to them.
Therapeutic Use
Exemptions (TUE's):
Athletes using prohibited substances for medical reasons
require a Therapeutic Use Exemption (TUE) to do so. Athletes requiring TUE's
who wish to compete in the Paralympic Games must apply to the IPC for a
TUE. For further information contact PCI

Outside of Paralympic Games time, athletes on
the PCI Panels should apply for a TUE from their International Paralympic Sports
Federation (IPSF) as follows:
Athletes are reminded that is their own
responsibility to re-apply for a TUE if their existing exemptions validity
period expires.
All athletes on PCI panels or the Irish
Paralympic Team should consult with the Paralympic Medical Officer (medicalofficer@pcireland.ie)
prior to making any TUE application.
